Most Citi-Def units are commanded by an overall Block Captain, who in addition to commanding the unit also has the master key for the Block's weapons and the SD defense laser control room. Whilst some have genuine military skills and an aptitude to lead, a depressingly large proportion of them just use their position as an excuse to strut around and bully others for their own gratification.

The best marksman is a squad will usually be the designated sniper. These tend to be solitary, anti-social types perfectly adjusted to their role. Unfortunately, some take their role too seriously and on a number of recorded occasions, snipers have gone missing for months with only the random gunshot deaths of rival block citizens indicating their activity.
